Election Observers for February 2024 Presidential Primary

Please DO NOT just show up expecting to observe on behalf of the Kitsap County Democratic Party.

Dear political party chair and party members:

 In accordance with WAC 434-261-020 party observers may be appointed by the county chair to monitor the election process for the March 12 Presidential Primary. The Kitsap County Auditor’s Office believes we can accommodate up to six observers per party at one time.

The following events are open for observation.

Logic & Accuracy Testing

  • February 28, 10 a.m. Presidential Primary L&A This will be viewable in person and as a livestream event on the Kitsap County Auditor’s Elections page,www.kitsap.gov/elections.
    The ballot tabulation system will be tested for accuracy using standards required by the Washington Secretary of State’s Office.

Counting Center

  • Intermittent ballot scanning until tabulation:
    1. Presidential Primary: Feb. 27 – March 12. 
    2. Tabulation: Election Day, February 13 and March 12: after 8 p.m.
    3. Subsequent counting and tabulation may vary based on the number of ballots ready to count: 8 a.m. – 4:30 p.m., Monday – Friday, until certification of the Presidential Primary, March 22, 2024.

Audit

  • Election Day (March 12): Six batches are chosen randomly from ballots “ready to scan.”
    Day after election (March 13): One contest is selected, counted, and compared to tabulation results. 10 a.m. for each event. The audit will be live-streamed at www.kitsap.gov/elections.

 
 
Canvass/Certification of Election
 

  • First Canvassing Board meeting for review of challenged ballots in the Presidential Primary: 9 a.m., Thursday, February March 21.
  • Final Canvassing Board meeting and certification of the Presidential Primary:
    9 a.m., Friday, March 22.
    (All meetings will be in the commissioners’ chambers of the Kitsap County Administration Building and will be livestreamed.)

    Before Presidential Primary Day

  • Kitsap County Elections Division office: 8 a.m. – 4:30 p.m.,
    Monday – Friday, February 23 – March 8.
  • Presidential Primary Vote Centers
    Kitsap County Auditor – County Administration Building
    Marvin Williams Recreation Center (Bremerton)
    Poulsbo Fire Station (Poulsbo)
    Saturday, March 9 and Monday, March 11, 8:30 a.m. – 4:30 p.m.
    Election Day, March 12, 7 a.m. – 8 p.m.

All activities are at the Kitsap County Auditor – Elections Division office located at 619 Division Street in Port Orchard unless noted otherwise.
